In August 2022, the Municipal District of Willow Creek No. 26, the Municipal District of Ranchland No. 66, and the Town of Stavely began working together with the Alberta Emergency Management Agency to explore opportunities for a regional approach to emergency management. Recognizing the value of collaboration, shared resources, and coordinated planning, the three municipalities established a Joint Emergency Management Agency through a Regional Emergency Management Program Agreement. This partnership builds on a longstanding commitment to intermunicipal cooperation and enables the region to provide stronger, more efficient emergency management services while maximizing the value of public resources. Following a three-year review in 2025, the municipalities reaffirmed their commitment to the program and updated the agreement for the 2026-2028 period.

The Regional Municipal Emergency Management Plan (RMEMP) provides the framework that guides the regional partnership. Designed around an all-hazards, risk-based approach, the plan supports the full emergency management cycle of prevention and mitigation, preparedness, response, and recovery. The RMEMP establishes a coordinated process for managing emergencies that exceed the routine capabilities of local departments and agencies, ensuring a timely, effective, and unified response to protect people, property, the environment, and the economy. Through regional collaboration, the partner municipalities strengthen community resilience and improve their ability to prepare for, respond to, and recover from emergencies and disasters.
